The White House contacted the CEO of AdvancePCS – a pharmacy benefit management company – while it was writing key parts of the Medicare "drug discount card" bill, despite the fact that the company would make millions from the bill, and the President himself was an original investor in the company. The CEO, David Halbert, had previously "helped clean up a deal with Harken Energy that had prompted an SEC investigation of George W. Bush," was a big funder of Bush's gubernatorial campaigns, and had given Bush the investment opportunity in AdvancePCS, which made the President up to $1 million.
